The Chesterfield County Volunteer Sign Removal Programâs goal is to harness the public concern and outrage over the blight, safety, and litter problems caused by illegal signage along public roadways into an effective volunteer force which can cost-effectively abate the issue. Furthermore, the program gathers information from volunteers and uses it to educate violators of the state and county laws in order to effectively reduce future problems of the same nature. The program has reported 12,019 signs removed from public right of ways since its inception in August 2007. The success of the program is made possible by a two-pronged approach in which volunteers remove illegal signage shortly after its placement, thereby rendering them unproductive and then county staff contacts the violators to educate them on why their signs have been removed. The program requires cooperation from the Virginia Department of transportation, the Chesterfield County Attorneyâs Office, the Chesterfield County Planning Department and the Chesterfield County General Services Department.
