The Chesterfield County Planning Department and Information Systems Technology Department completed the Rezoning Application Phase of the Community Development Information System (CDIS) in May, 2013. It is the only system of its kind in the Richmond, Virginia region. This program was initiated to increase efficiency in the zoning process and to improve services and communication between citizens and staff. The Rezoning Application includes two integrated, web-based programs. The external program allows customers to electronically submit zoning applications and required documents. Once an electronic application is submitted, the second part of the program, known as the Internal interface, is used by Planning Department staff to review and route applications to many reviewing departments and state agencies for analysis and comments; calculate fees; notify applicants of their applications’ progress; track the application through the public hearing process; and generate reports and store hearing results and case information. Finally, integration of data from other systems provides staff more accurate and timely reviews by enhancing their ability to share data and monitor caseloads, resulting in better customer service internally and to business owners and citizens. CDIS is currently being used by citizens, the development community, county staff and state agencies.
