In a survey of California County Planning Directors (CCPDA), it was clear that there were a variety of strategies being used by counties that were creating confusion across county lines for the solar industry in regards to the process, Agricultural land conversion/Williamson Act compatibility issues, environmental impacts, habitat conflicts, general requirements and fees involved when applying for permits for the installation of Solar Energy Facilities (SEF). As a result, Butte County put together a variety of County Planning staff, CSAC staff, State agencies, Solar Consultants, many others to work on writing the CCPDA Solar Energy Facility (SEF) Permit Streamlining Guide and Model SEF Ordinance. The documents represent a compromise with Agriculture and Industry on balancing both interests. There is also the avoidance of environmental constraints built into the Model SEF Ordinance. Finally, the documents provide a concise educational foundation for County Policy Makers, staff and the public so the dialogue can continue in an educated manner on how the county reduces their reliance on foreign oil with the use of Photovoltaics.
