Welfare Client Data Systems (WCDS), a consortium of 18 California Counties, developed and implemented Benefits CalWIN (BCW), a web-based client self-service tool that enhances access to health and social services. BCW provides the capability to apply online for Health and Social Services benefits, to include medical benefits, food benefits, and cash aid. Individuals are able to find out anonymously whether they may be eligible for these benefits. They can apply online at any time, from any location, on their phones, through their neighborhood libraries, or Community-based Organizations, eliminating the need to visit a county agency. Applicants may also submit verification documents online. Additionally, recipients already receiving benefits can provide their required annual recertification, ensuring that their benefits are not interrupted. Furthermore, in the event of a disaster, BCW provides a streamlined application process for emergency food benefits (called Disaster Food Stamps). When a disaster is declared, emergency applications are processed immediately. BCW is fully interfaced with CalWIN, the primary calculation, determination and authorization system, thus, information is automatically populated from BCW into CalWIN. BCW and two other, similar programs, CIV and LEADER, cover the State of California and are all part of a statewide portal enabling clients to readily apply for services.
