The Alameda County Auditor Tax Analysis team manages over two billion dollars in property tax revenue per year. The original set of software tools to support this effort was developed in the late 1960’s and 1970’s on an IBM Mainframe and is in urgent need of modernization. The legacy system used numerous Virtual Storage Access Method (VSAM) and flat files to store the data so it was extremely challenging to use, maintain, and modify due to the inflexible structure of the data and complexity of the application architecture. In collaboration with the Auditor Tax Analysis group, the Alameda County Information Technology Team (IT) migrated the old jurisdiction management software to an in-house web-based solution, APTIS (Auditor Property Tax Information System). The new system was designed as an enterprise solution which will be extended in the future to support all the Auditor’s needs in estimating, managing and apportioning tax revenue. APTIS is designed as an integrated solution with the County Assessor’s property value system, IMPROVE, also developed by IT. As a result, the quality of data significantly improved, productivity of the Auditor and IT staff involved in jurisdiction management increased and the new paperless process saves up to 5000 sheets of printer paper per year.
