The Adult Linkages Project (ALP) has created a data integration system that links service records across County departments using procedures that comply with confidentiality laws. Focusing on indigent adults participating in Los Angeles Countyâs General Relief Program, the ALP links their administrative records across eight departments in order to provide each of these agencies with information on client needs, service gaps, service costs, and utilization patterns. This system has yielded valuable information about the Countyâs General Relief population, which will be expanded in the future to design cross-departmental programs on the basis of assessments of the populations and geographical regions to be targeted for particular types of services. The system will also provide information that can assist policymakers in their efforts to discern the most efficient means of service delivery and to identify duplicative services from separate County departments, thereby enabling cost avoidance.
