Juan A. Torres is the Chief Information Officer for the Franklin County Board of Commissioners, the largest County in the State of Ohio. As CIO, he provides leadership, budgeting, and technology strategy to 14 county agencies supporting 1,400 employees. He is a trusted advisor on technology initiatives and solutions for elected officials of Franklin County.

As a partner of the Office of Management & Budget that oversees the County’s annual $2 billion budgeting process for 35 agencies to ensure Franklin County remains one of the finest, best-governed counties in the nation.

Franklin County has received dual Triple-A ratings by the two principal financial rating agencies, Standard and Poor’s Global Ratings (S&P) and Moody’s Investors Service, Inc., making it one of just 2% of local governments in the country to enjoy this favorable rating.

Mr. Torres holds a BS in computer information management and an MBA from Ohio Dominican University in Columbus, Ohio. He graduated from Leadership Columbus Class of 2019 and serves on the Junior Achievement of Central Ohio Board and The National Association of Counties IT Committee.
