Todd Kinney

Todd Kinney is the County Enginner of Clinton County, Iowa. In 2015, he was named Rural County Engineer of the Year by the National Association of County Engineers. In 2006, Mr. Kinney was a founding member and chair of the Clinton County Risk Management Committee. He has administered nearly $1 million for FEMA and Federal Highway Administration relief projects. He is a certified bridge inspector, licensed professional engineer and groundwater professional and certified water treatment plant and wastewater plant operator. Prior to joining Clinton County, Mr. Kinney was with Shive-Hattery Engineers and Architects.
