About Michael Hojnicki

Michael Hojnicki is the Chief of Technology and Administrative Services for New Castle County Delaware and for 19 months, dually served as Acting Public Safety Director.  In his current role, Mr. Hojnicki leads the innovative, digital transformation efforts that leverage technology to improve overall efficiencies. He and his award-winning team support all of the technology, cybersecurity, and data protection for the entirety of NCC government operations, including finance, human resources, and the Department of Public Safety (Police, Paramedic, 911 Emergency Communications and Emergency Management). Their work has been nationally recognized by the Center for Digital Government (CDG) and the National Association of Counties (NACo), which named New Castle County #7 on the 2021 Digital Counties Survey for counties with populations of 500,000-999,999. Additionally, Mr. Hojnicki is responsible for technology audits, compliance management, and the management and oversight of procurement for NCC. He served as the co-executive sponsor for the new financial management system that includes a new vendor self-service portal which supports a strategic goal to increase supplier diversity and leverage new technology to improve efficiencies of countywide operations. Mr. Hojnicki retired from the State of Delaware after 25 years of service in Information Technology, where he held progressively higher-level positions.  He served as the Chief of Policy and Communications for Delaware’s Department of Information and Technology, where he was the Chief Policy Advisor to the State Chief Information Officer. He facilitated “eGovernment” technology initiatives that reached across all state agencies. He is an active volunteer firefighter with the Minquadale Fire company and serves as an instructor with the State of Delaware Fire School. Mr. Hojnicki has also been an adjunct faculty member at Wilmington University for the last 20+ years in the area of information technology.
