Elizabeth Lo

Elizabeth Lo is the Chief Operations Officer for Harris County, TX Universal Services (HCUS). She has worked with and led departments and technology initiatives for local and state governments in information technology. She is responsible for PMO, Budget, 311 and Enterprise Asset Management Program at HCUS.

Building on a successful career in portfolio program management and information technology, she sits on the NACo IT Standing Committee and IT Advisory Council. She is also sat on board of the Virginia Local Government IT Executives Association and currently sits on the board for Fusion Learning Partners, a non-profit organization focused on creating environments that promote learning for the individuals, organizations, and the communities they serve.

She holds a bachelor's in international politics from Georgetown University, a double master's in economics and journalism from Syracuse University, and most recently completed a master's in public administration from UNC-Chapel Hill.
