Andrew Howard

A Kentucky native, Andrew has spent his career developing and advancing policies to address our nation's substance use disorder crisis. Most recently, he served as Chief of Staff to the Federal Co-Chairman of the Appalachian Regional Commission (ARC) where he helped federal, state, and local partners build and strengthen recovery ecosystems designed to help Appalachians maintain long-term recovery and obtain sustainable employment. Prior to that, Andrew served as Vice President of Federal Affairs at the Addiction Policy Forum where he worked with impacted family members across the nation to advocate for a comprehensive response to the nation's opioid epidemic. As Director of Federal Affairs at the Justice Action Network, Andrew helped improve policies to reduce recidivism and help individuals in the criminal justice system successfully re-enter society. In addition, he served on the staff of Kentucky Senator Mitch McConnell where his work included collaborating with law enforcement to combat drug trafficking.
