County jails have become the largest behavioral health facilities in the nation due to the over-incarceration of individuals with mental illnesses and substance use disorders. The Medicaid Inmate Exclusion Policy (MIEP) strips federal health and veterans’ benefits from individuals upon admission to jail – not upon conviction to conviction – leading to increased recidivism.
