    County jails have become the largest behavioral health facilities in the nation due to the over-incarceration of individuals with mental illnesses and substance use disorders. The Medicaid Inmate Exclusion Policy (MIEP) strips federal health and veterans’ benefits from individuals upon admission to jail – not upon conviction to conviction – leading to increased recidivism. Watch a listening session about NACo and the National Sheriffs' Association new Jail Inmate Task Force, focusing on passing legislation to ease or undo the MIEP and reinstate federal health care benefits for non-convicted, justice-involved individuals.
