The Los Angeles County Department of Public Social Services’ (DPSS) Young Men of Color (YMOC) Medi-Cal Outreach and Enrollment Grant (MOEG) Project resulted from the expansion of the Medicaid Program in California (Medi-Cal) to individuals between the ages of 19-64, under the Affordable Care Act (ACA). In November 2013, a Los Angeles County consortium, including DPSS, submitted a joint grant application to fund Medi-Cal outreach and enrollment activities throughout Los Angeles County to inform uninsured individuals between the ages of 19-64 of the positive changes that came with the ACA, specifically the inclusion of non-disabled, childless adults ages 19-64. Under the Los Angeles County Consortium, DPSS' workplan and activities focused on Medi-Cal outreach and enrollment of the population of YMOC ages 19-32. DPSS’ goal was to increase Medi-Cal enrollments for this hard-to-reach group of individuals. DPSS' allocation of grant funds for the project was $441,883, which was used over a three-year period.
