The Flood Control District of Maricopa County (District) is responsible for reducing the risk of flooding to people and property. One of the most effective ways to reduce risk is through public education. The District does year-round education and awareness opportunities, but Monsoon season gives an additional boost and visibility to these efforts. When running a public service announcement campaign, it can be hard to cut through all the noise and distractions of today’s media culture. This was especially true during the height of the second COVID-19 wave that swept through Arizona in the summer of 2020. The District looked for opportunities that would continue to promote flooding risk during Monsoon to all residents of Maricopa County. This campaign was comprehensive, using not only a noise-cutting message but also using targeted and innovative mediums to reach the public.
