The Los Angeles County Supervisors Gloria Molina, First District and Michael Antonovich, Fifth District, Los Angeles County Department of Children & Family Services (DCFS), the Los Angeles County Chief Executive Office (CEO) and the Los Angeles Homeless Services Authority (LAHSA) and lead non-profit contractors, First Place For Youth (three subcontractors) and Pacific Clinics, are administering a housing program for young adults ages 18-21. This program provides housing and educational/employment assistance to Los Angeles County Transition Age Youth (TAY) who were formerly in the foster care or probation systems and are committed to furthering their education or becoming employed. Under the project, youth are provided with scattered-site, subsidized housing which allows youth to initially stabilize in housing with intensive services, and for the services to be reduced over time and eventually discontinued. Rental assistance is phased out incrementally until the youth can assume the full financial responsibility of the lease for the unit. This program model is known as “transition in place”. Supportive services provided include, but are not limited to: case management, assistance in pursuing post-secondary education or job development together with placement services, public benefits attainment assistance, social/life skills, mental health support, transportation, and substance abuse prevention.
