The Montgomery County Maryland, Department of Finance (FIN), in collaboration with the County’s Department of Technology Services (DTS), developed a new, web-based Tax Assessment System (TAS) to replace a 40+ year-old, mainframe based system. The County uses TAS to facilitate the collection of over $1.45B in property tax revenue each year. A significant “Payment in Lieu of Taxes” (i.e. ePilot Program) differentiates the County’s tax program from other jurisdictions. For this reason, the County elected to develop its own in-house solution rather than acquire a Commercial off the Shelf (COTS) or Cloud-based alternative that did not fulfill the County’s unique business requirements. The County’s consolidated tax bill incorporates data from several critical stakeholders, including the State of Maryland, several County municipalities, and those internal to County Government.
