Wayne County has operated the Head Start program since 1999. The SMART management system was developed in 2006 as a technology tool for managing and ensuring the quality of the Head Start program in Wayne County. The use of SMART gives Head Start managers an efficient system that ensures program requirements are met and continuous quality improvement steps are taken to minimize deficiencies as soon as they are detected. Implementing SMART system has resulted in quicker identification of issues that need resolution, improved tracking of the resolution actions taken, integration of quality improvements throughout the program, and meeting and exceeding federal program performance standards.
