In November 2007, the Dona Ana County Risk Management and Information departments partnered to form a Comprehensive Risk Awareness Program supporting safety and loss control training in the workplace. The Risk Awareness Program (RAP) was developed by the New Mexico Counties Insurance Authority but was implemented by Dona Ana County in a way that made extensive use of technology to reach each of its 800 employees at 9 different training sites. Trainings were tailored to accommodate the specific risk exposures faced by different County Departments. For example, employees using the RAP video archival system can select videos from three main groups: General Employees, Law Enforcement and Detention. The videos load in the computer, and can also be view by a group since they are also available in large screen resolution. This typically is a key asset, as some departments do not have an individual computer for each employee. Dona Ana County’s multidimensional RAP program was implemented utilizing web and video recording technologies, as well as e-mail notifications and progress monitoring spreadsheets to facilitate access, learning and tracking of various the safety materials. Immediately, Dona Ana experienced a reduce amount of claims following the introduction of the videos. On average, all claims were reduced 28.5 percent in 2008 and 32 percent in 2009. This translated into $694,780 in 20008 and $779,767 in 2009.
