Suffolk County government historically has been an organization where departments have operated as individual entities rather than as important, interconnected elements making up a larger organization. The notion that the whole is greater than the sum of its parts has long been missing in Suffolk County where decisions about purchases, policies, technology use and control of data have been carefully protected by departments, rather than standardized, managed and strengthened. The Performance Management Team endeavored to reduce the silo mentality that has long permeated the culture of Suffolk County and in doing so, has strengthened the organization as a whole.
