San Diego County Treasurer-Tax Collector mails out approximately 1.4 million property tax bills each year. Within those bill mailings are 40+ different variations of three main areas: secured taxes for real property (e.g. land or improvements), unsecured taxes for business, boats or airplanes, and defaulted taxes for prior year unpaid tax bills. Adding to the complexity, there are 57+ different informational inserts, notices, warnings and general correspondence that may accompany a property tax bill. The County of San Diego Treasurer-Tax Collector developed an online property tax bill reference library using available enterprise-wide technology to allow department staff to manage and review information related to the numerous tax bill and document types mailed. This program became operational in January 2015 and created a simple, central site to hold a vast number of bill types, notices and documents and allowed the department to better organize, edit, search, review and train staff. The program allowed staff to provide improved customer service to the public and decrease wait times. In addition it allowed the department to share this library with other departments such as the County Assessor and County Auditor, and this in turn created additional training leverage and customer service enhancements.
