Providing equitable program access is one of Fulton County’s most important responsibilities. However, achieving full program access requires a clear understanding of customer service principals and compliance requirements under Title II of The Americans with Disabilities Act (ADA). The Program Access Learning Management System (PALMS) is a web-based learning system designed to increase the ability of Fulton County staff to provide quality service delivery to persons with disabilities. PALMS creates a self-paced learning environment where participants can access training videos and important resources at any time. Each module provides participants with an overview of the County’s program access mission and specific responsibilities related to providing equal access to persons with disabilities. The four PALMS modules are described below: MODULE 1-Creating an Inclusive Environment:Fulton County’s policies and procedures affirm its commitment to create an inclusive environment for persons with disabilities. Module I provides an overview of the County’s program access mission, Program Access Policy, (600-72), and discusses local governmental responsibilities associated with ADA Title II compliance. MODULE II-Interacting with Persons with Disabilities: Creating an inclusive service delivery environment requires highly developed interpersonal skills and a commitment to treating everyone with dignity and respect. Module II introduces participants to access challenges persons with disabilities encounter and proper service delivery methods to overcome such challenges. MODULE III-Understanding Effective Communication: Possessing an ability to understand and respond to the needs of the public is vital to delivering outstanding public service. Module III provides a brief overview of resources that facilitate communication with persons with disabilities. MODULE IV-Providing Auxiliary Aids and Programmatic Solutions: When departmental policies, practices, or procedures impede equal access for persons with disabilities, staff must employ effective auxiliary aids and programmatic solutions to remove impediments. Module IV provides a brief overview of the appropriate use of auxiliary aids, services, and programmatic solutions when providing services to persons with disabilities
