Chesterfield County Information Technology Department has implemented a portfolio management program to more effectively manage the technology assets in the county. The demand for technology resources is increasing and has already exceeded current capacity, so it is very important to plan and prioritize all work. This new approach focuses on lifecycle management and allows the county to start planning for the replacement of major systems sooner. We estimate the time frames for when systems will reach the end of life and look at the potential workload over multiple years. We utilize a cloud based system called INNOTAS to resource and plan all work. We forecast the demand for resources for up to 18 months out so we can closely manage capacity. An important component of our portfolio management program is our IT customer relationship managers. They work with the departments on a daily basis to scope work and ensure projects meet business objectives. They advocate on behalf of the business at weekly portfolio meetings. IT has configured approval gates in INNOTAS which are used by senior management to ensure resources are allocated to the projects with the highest value.
