Miami-Dade County is the largest in population of the sixty-seven counties of Florida. By a very large margin, the Clerk of Courts (COC) of Miami-Dade County handles more traffic citations than any other county in the State. The Department of Highway Safety and Motor Vehicles (DHSMV) revealed that in the years 2009 and 2010 Miami-Dade COC processed about one in every five citations issued in Florida. To handle such high volume and given the budget constraint facing the County, the Clerk continues to seek technological solutions under reduced manpower availability. SPIRIT (Simultaneous Paperless Image Retrieval Information Technology) is the system used to process traffic citations from start to finish. It is a homegrown system with special features not presently available on any commercial court applications in the market. Once delivered to the office, citations are scanned to an image repository file and subsequently added to a legacy case management system. P-Citation, a newly added subsystem of SPIRIT, operates on printed citations by automatically capturing data fields. P-Citation allows SPIRIT to scan images and capture data directly into the legacy system thereby eliminating the labor-intensive manual data-entry and double-entry processes.
