Oak Grove City Center, a joint project of the Carver County Community Development Agency and the City of Norwood Young America, houses a new 9,000 square-foot carver County Library, the 8,000 square-foot NYA City Hall, 50 senior apartments on the 4-story building’s upper floors, a Carver county sheriff’s office, and underground resident/sheriff surface and public parking areas. Working in a joint powers agreement, the Carver County CDA and the City of NYA teamed up to redevelop the former site of Oak Grove Dairy, which ceased its operations in 2004, into a mix of uses that better suited the site’s location in the central business district and near residential neighborhoods. Another goal was to provide better connections within the downtown and improved accessibility by connecting Reform Street, on the site’s western edge, to Highway 212. City Center opened in October 2010, four years after its having begun in late 2006.
