Every year local taxing districts within Douglas County, that plan on levying a property tax, must certify their mill levy for the property tax to the County. The process for these entities to certify their mill levies with Douglas County was manual. Douglas County Information Technology partnered with the Budget Department and created a new modern Mill Levy Certification Application. The new process is online and automated, taxing districts can enter their data into a secure system, automating the process for certification delivery to the Assessorâs Office. Taxing districts were able to easily navigate, enter their mill levy information and receive email confirmation certification. Taxing Districts embraced the change with 99.6% of all entities using the new application to submit 2019 their mill levies. The Budget Department shifted from manual data entry to providing enhanced value through confirmation to Taxing Districts. From the application, they created custom reports for the Board of County Commissioners. The Assessorâs office obtained a direct feed from the application into their Computer-Assisted Mass Appraisal (CAMA) system for end of year tax warrant process. This automation saved the Assessorâs Office time and manpower by no longer entering and checking the taxing district's information.
