The 2016 Presidential General Election had the greatest number of registered voters casting a ballot in the history of San Diego County with 1,346,513 registered voters participating. Coinciding with this number was the highest number of individuals voting by mail with a record 856,937 ballots (or 64% of total ballots cast) being returned and counted. To address this growing trend in mail ballots and high voter turnout the Registrar of Voters created a new mail ballot drop-off partnership program resulting in 102,746 mail ballot voters taking advantage â a more than six times increase from the two previous elections. A social benefit for the public, this partnership with 13 County and 10 city branch libraries, the Carlsbad Alga Norte Community Park and a site on the University of California San Diego campus provided voters an additional and sustainable avenue to securely and confidently return their ballots.
