ISD Agile Implementation and Expansion - Los Angeles County’s Internal Services Department (ISD) was created in 1989 by consolidating three individual departments. Since its inception, ISD’s Customer Applications Branch (CAB) had been providing application software creation, maintenance, and modifications using traditional “waterfall” methodologies. Waterfall is a step-by-step methodology that moves customer requests through a linear path from requirements gathering to implementation. In 2017 CAB began to explore a more contemporary “Agile” methodology. By the end of 2018, nearly 85% of CAB development staff had received some level of Agile training. In 2019, approximately 7 development teams were practicing Agile at differing levels of maturity. In 2020, Agile became the standard practice for CAB development teams and, by the end of the year, well over 20 teams were practicing Agile. Agile is an iterative approach to software delivery. It allows customers to view changes and receive deliverables in sort “sprints”. Agile provides for frequent feedback sessions and allows customers to change priorities and scope with minimal impact to the overall project plan.
