In April 2012, the Human Resource (HR) Division of Broward County Florida launched a pilot “HR Consulting Program” providing Department divisions (“Clients”) with a dedicated in-take resource (“Consultant”) serving as a conduit between the Client and HR Central. The Consultant’s role was to assure prompt vetting and resolution of HR issues by taking ownership of the issue, conducting research as necessary, and collaborating with subject matter experts (typically Human Resource Managers and/or Human Resource Officers). Outcomes included (1) improved business partnerships as a result of a dedicated Human Resource professional knowledgeable in the nuances of the agency’s business, staff, and unique needs; (2) the development of HR staff trained across all HR disciplines providing the ability to fill service gaps resulting from vacancies or absences; and (3) fostering succession planning by developing internal talent. Due to the success of the pilot program, the program was successfully launched County-wide in October 2014.
