Sacramento County’s Department of Human Assistance (DHA) implemented a time management and time study program that became the core of the financial and HR systems for the Department. Integrating with the County’s Central Human Resources and Finance systems, it allows the Department to do its claiming processes that are based upon staff time studies. It provides the Department with accurate expenditures to budget information at the end of every pay period (26 per year) instead of three times a year when the claims to the state are submitted. This has allowed the Department much tighter management and current accounting of its finances. The Department has been able to manage its $695 million budget to within $4,000 at year-end-closing. It has cut millions of dollars in expenses associated with the overhead of the time management process, allowed close monitoring and control of overtime and comp time off, and has provided a single core system for many of the Department’s applications.
