The County of San Bernardino’s healthcare Layoff Aversion Training Program provided Workforce Investment Act dollars to train a total of 50 Kaiser Permanente lab Assistants in becoming licensed phlebotomists through Chaffey Community College’s phlebotomy training program. Taking into consideration the fact that Kaiser’s corporate policies were modified to eliminate all Lab Assistant positions, the healthcare Layoff Aversion Training Program was agreed upon between the county and Kaiser, in which funding was provided by the County to assist the 50 individuals in becoming licensed phlebotomists in exchange for guaranteed continued employment for an extended period of time by Kaiser. The program was carried out between March 22, 2010 and June 30, 2010 at a total cost of $46,162. Upon successful completion of the training, all 50 individuals were granted phlebotomist licensure and were retained as permanent employees at an increased rate of pay with Kaiser Permanente of Fontana.
