Citizens have grown accustomed to utilizing technology to make their life more efficient by communicating and transacting business “anytime, anywhere, and anyplace”—allowing them to accomplish more tasks in shorter time frames. Government is striving to be more transparent to citizens and deliver services they want electronically. Access to information anytime from anywhere and initiating transactions from their PC has become an expectation of the public concerning government services. In order for the Records Center to provide the foundation for expanded e-government in El Paso county, deficiencies in program delivery, utilization, and cost effectiveness at the Records Center had to be corrected and a process of reinventing and revitalizing of the Records Center started.
