Hennepin County’s Enterprise Communication Framework (ECF) is a browser-based document and process management system for all clients served in the Human Services & Public Health Department. The system replaces paper files with an online case file containing all manner of digital content, including scanned images, office documents and audio/video recordings. Incoming mail is scanned and delivered to caseworkers electronically, correspondence with and about clients are conducted using electronic forms and workflow automation supports communication and standardization of business processes. Client identity management and cross-program information sharing is provided via a connection to the Minnesota Department of Human Service’s Shared Master Index framework. Another key benefit of ECF is the liberation of case files and forms from the physical confines of a county office. Case workers in Hennepin County have been equipped with tablet PCs with wireless connections to the county network. Staff increasingly work in the field, and with the advent of ECF, all of the files, forms and other tools they need to provide effective client service are readily available to them, from any location and at any time.
