The Miami-Dade County Department of Regulatory and Economic Resources (Department) is responsible for “providing efficient, accountable, and responsive building permit services and enforcing construction and neighborhood regulations to safeguard citizens and property.” The Building Compliance Unit, which is now a component of the larger Code Compliance Division of the Department responsible for ensuring compliance with the Miami-Dade County Code of Ordinances (Code) pertaining to zoning, building, and unsafe structures standards, was assessed in 2015 due to an extensive amount of backlogged cases. More specifically, one of the biggest challenges faced at the time was the amount of past due initial inspections pending for work without permit violations. Staff identified performance improvement measures and established quality assurance guidelines to identify deficiencies and resolve the factors contributing to a delay in the Department’s response time.
