The Miami-Dade Countyâs Strategic Plan and the Department of Permitting, Environment, and Regulatory Affairs Business Plan set significant objectives for the overall case processing response time of enforcement activities related to illegal construction; permits that expire prior to the Certificate of Occupancy issuance; and failure to properly maintain a building or structure thus leading to unsafe habitat conditions. Additionally, the Department also responds to neighborhood compliance enforcement activities involving residential, commercial and minimum housing standards. To accomplish these goals, the administrative, clerical, operational and compliance support activities associated with code enforcement were analyzed. This led to the re-design of internal code enforcement policies and procedures and the integration of the Building violations and Neighborhood Compliance code enforcement processes into a streamlined eCertify Code Compliance solution that: establishes a quality control program to ensure that case processing deadlines are met via electronic recordings, postings, certified mailings; performance measurement reports as well as providing paperless sustainability features. The results is an expedited case tracking processing system that eliminates clerical steps and processing delays while contributing to a streamlined process for improved staff productivity and customer service effectiveness.
