The Howard County Office of Transportation (OoT) recognized the need for a community engagement approach that would reach more people and more organizations in the County; OoT worked in collaboration with other agencies, organizations, and departments to develop the Complete Streets Community Engagement Plan (CEP). The CEP allows for an increased level of engagement with Howard County community members so the County can become more effective in serving the community and its interests, and responsive to the needs of all, especially traditionally underserved and underrepresented communities. The CEP addresses two key processes – public outreach and public engagement. Both processes are intentional in their thoroughness, growth, and effectiveness. Public outreach and publicity are now more systematic, expanded, and effective. Engaging the public now includes multiple methods, incorporating both traditional engagement tools and many online ones as well. The CEP provides the framework to reach out and engage a greater number and diversity of community groups and members, resulting in better transportation solutions for the County. As more community members hear about transportation projects and events from the County and organizations they know and trust and participate more fully, the CEP will develop and expand as well.
