In October 2013, the Maricopa County Clerk of the Superior Court (COSC), implemented Phase IV of a four phase project that produced the Electronic Court Record (ECR) in the Juvenile court environment. As a result, the COSC was able to expand the implementation of the Court-to-Court (C2C) application enabling the electronic transmission of the record on appeal in all juvenile case types to the Appellate Court. This eliminated a costly, labor intensive and paper-centric process. Prior to implementing this electronic transmittal, all juvenile records on appeal were disassembled, copied, indexed, and rebuilt by staff in order to send multiple paper copies to the Appellate Court and parties to the case. By making this change in the processing of appeals, the COSC now electronically assembles an index of current juvenile electronic court records, associates the records to an index, and transmits the index securely to the Appellate Court. The project expanded the utilization of the Administrative Office of Courts (AOC) C2C application and aligned with the COSC’s initiative to expand the ECR to include all juvenile case types. Implementation of the electronic process allowed the COSC to reduce costs associated with imaging paper records while accelerating the preparation and transmission of the record on appeal. It is estimated that there are nearly 33,000 documents annually associated with the processing of juvenile appeals. Prior to implementation, it took one minute per document to create an index via the paper process. Comparatively, in post implementation, the preparation of the index using C2C increased the volume of documents processed to 2.5 documents per minute.
