To replace an expensive, cumbersome, inaccurate and unreliable Enterprise Resource Planning (ERP) budget system, the Office of Management and Budget (OMB) developed an in-house budget analysis and statistical information application for the Capital Budget and Capital Improvements Program (CIP) called CIP-BASIS. Using an intuitive and accessible user-interface design, CIP-BASIS provides analysts, project managers, and executive leaders with instant access to Capital Budget data in a clear and concise fashion. This scalable solution ensures evolving Capital Budget management needs are met in a cost-effective manner. Features include: • Comprehensive Capital Budget Management Including All Capital Projects • Advanced Versioning • Real-Time Reporting / Dashboards • Production of Capital Budget Publications • Needs Attention / Automated Error Checking • Decision Making Packets • Robust Rich Text Editing / Graphic Importing • Data Archiving / Historical Reference • Built-In Help / Video Tutorials • Single-Sign-On / User Account Management • Open Data CIP-BASIS is mobile ready and works proficiently across all devices (tablets, smartphones, desktops) and browsers (IE, Chrome, Firefox, Safari). OMB implemented the solution with no software/hardware costs by developing CIP-BASIS in-house and leveraging existing Enterprise Server Virtualization. Since its implementation, CIP-BASIS reduced the dependency on expensive ERP systems and significantly improved the productivity, accuracy, and accountability for staff members across the County.
