The implementation of the Affordable Care Act on October 1, 2013 created a unique opportunity across the country to enroll uninsured individuals in Medicaid and in private health insurance through the newly created health insurance marketplaces. Boulder County Department of Housing & Human Services (BCDHHS) realized that in order to successfully and efficiently enroll the estimated 32,000 uninsured Boulder County individuals in health insurance, a proactive, collaborative and data-driven approach would be essential. BCDHHS engaged in data-sharing agreements with six local community health centers and hospitals and analyzed community partner client databases to identify Boulder County residents who were potentially eligible for Medicaid or health insurance tax credits. BCDHHS collaborated with community partners to send informational mailings, pre-populated applications, texts and emails to these targeted residents. As a result of these combined efforts, over 15,000 Boulder County residents enrolled in expanded Medicaid and private health insurance through the Colorado health insurance marketplace from October 1, 2013 – March 31, 2014.
