In 2015, the Hennepin County Board adopted the Hennepin County 2040 Bicycle Transportation Plan, which establishes a vision, goals and implementation steps to make biking a safe, comfortable and viable transportation option for all ages and abilities. The Bicycle Transportation Plan sets goals to: • Quadruple the number of bicycle commuters • Halve bicycle crashes per capita and move toward zero deaths on bicycle • Bring the ratio of bike commuters who are women from one-third to one-half • Have a bikeway within ½ mile of 90 percent of homes Every time a road on the county’s bikeway system is set to be overlaid or reconstructed, it is evaluated in the context of the plan for the addition or improvement of bicycle facilities. The county also uses the 2040 Bicycle Transportation Plan to establish eligibility for cities to apply for separate capital improvement program bikeway funding, at $600,000 a year in 2015. The county recognizes that a robust bikeway network alone cannot bring success. The county’s bike plan includes measures to increase education, encouragement, programming, policies and to practice what it preaches at its own buildings. The plan was a collaboration among county departments, its three regional park system implementing agencies, 45 cities and more than 3,000 residents who contributed input.
