9:30 a.m. Information Sharing and Analysis Organizations (ISAOs)
Mr. Mike Echols, Director, Cyber Joint Program Management Office from the US Department of Homeland Security will discuss how Information Sharing and Analysis Organizations (ISAOs) help counties share and respond to cyber risk in as close to real-time as possible. Mr. Echols will explain how counties engaged in information sharing related to cybersecurity risks and incidents play an invaluable role in the collective cybersecurity of the United States.
10:30 a.m. Networking Break
11:00 a.m. How to Eat the Cybersecurity Elephant in Bite-Sized Chunks: State Association of counties Cybersecurity Information Sharing and Analysis Organization (ISAO) Clearinghouse
Mr. Robin Harlow, Innovation and Research Manager from the Iowa State Association of Counties will discuss how the Iowa State Association of Counties has taken an inventory of existing sources of data (HIPPA program, state association affiliates, MS-ISAC Cybersecurity Advisories, vendors, and other national sources) in collaboration with the County Innovation Network (COIN) Online Portal. The result is an actionable information exchange that will be useful to all county officials. Mr. Harlow will demonstrate how this collaboration initiative can be used nationally.

1:00 p.m. Information Exchange
County CIOs and elected leaders from across the nation engage in an information exchange regarding the technological challenges facing their counties. To expand this conversation intergovernmentally, we’ll be joined by Mr. Doug Robinson, Executive Director from the National Association of State Chief Information Officers (NASCIO), Mr. Stu Davis, State CIO for Ohio & Immediate Past President of NASCIO, and Dr. Alan Shark, Executive Director/CEO, Public Technology Institute & Associate Professor of Practice, Rutgers University School of Public Affairs & Administration.

Support the Deployment of Next Generation 911 Bill
Urge your Members of Congress to support the Next Generation 9-1-1 Act of 2023 (H.R. 1784) to provide funding for Next Generation 9-1-1 deployment and for other purposes. Introduced by Reps. Anna Eshoo (D-Calif.) and Richard Hudson (R-N.C.) and Sen. Amy Klobuchar (D-Minn.), this legislation would establish Next Generation 9-1-1 Implementation Grants and would vastly improve interoperability with regards to all emergency communication systems. The bill would also establish a Next Generation 9-1-1 cybersecurity center to coordinate with state, local and regional governments to detect and prevent cybersecurity intrusions related to Next Generation 9-1-1. -

Urge your members of Congress to support the Protecting Community Television Act. Introduced by Sens. Ed Markey (D-Mass.) and Tammy Baldwin (D-Wis.) as S. 340 and Rep. Anna Eshoo (D-Calif.) as H.R. 907 in the 118th Congress, this legislation would amend the Communications Act of 1934 to reverse the Federal Communication Commission’s (FCC) 2019 order requiring that cable-related, in-kind contributions be subjected to the statutory five percent franchise fee cap.
