The National Association of Counties (NACo) in Washington, D.C., announces an opening for a Program Manager for Justice in the County Solutions and Innovation Department.  The focus of the program manager position is helping county leaders improve data sharing across justice and related systems to improve outcomes, particularly in response to behavioral health crises. The position also requires successfully managing foundation relationships and partnerships with other organizations. This position requires an individual who is a self -starter, takes initiative and makes a good first impression of the organization and its justice programming. Applicants must have some experience with and knowledge of local criminal justice systems and national criminal justice reform efforts. The position reports to the Associate Program Director, Justice

Primary duties and responsibilities include:

  • Providing technical assistance to county officials, including by responding to requests for information, initiating peer-to-peer exchanges between and among county officials, disseminating best practices information, and connecting county leaders to experts as needed.
  • Conducting research and studies of best practices and developing educational resources such as webinars, case studies and issue briefs.
  • Planning and implementing workshops, presentations and meetings for 4-5 NACo conferences annually.
  • Planning one large-scale convening for local justice leaders in 2020.
  • Representing NACo and the County Solutions and Innovation Department in NACo-wide activities, including conference planning and implementation, membership recruitment and retention, marketing, website updates and maintenance, County News articles and contributions, and internal and external meetings.
  • Planning and implementing state and regional workshops and conferences in conjunction with state associations of counties, other national local government organizations and grantors.
  • Presenting on NACo and county work at local, state and national workshops and conferences.
  • Coordinating program activities within NACo and with other national, regional and state based organizations to maximize the educational benefits to counties and other local government jurisdictions.
  • Monitoring project budgets and expenses and recommending budget adjustments when necessary. 
  • Providing staff support for NACo advisory committees and affiliate organizations, as assigned.
  • Participating in program development activities, including identifying potential funding organizations; writing grant proposals; establishing project objectives, activities and deliverables and developing project budgets.
  • Other duties as assigned.

Qualifications:

5-7 years’ experience required, prefer master's degree and education and/or experience in justice, behavioral health, public policy or related area. Experience working for a non-profit is required.

Three Keys:

  • Excellent oral and written communications skills
  • Independent self-starter who can multitask (this position autonomously manages a grant, including ongoing communications with the grant provider and counties involved)
  • Comfort with transparent reporting on work and outreach to counties on behalf of grant

 

Must possess the following:

  • Ability to manage multiple projects
  • Ability to meet deadlines and work well under pressure
  • Ability to work well in a political and nonpartisan environment
  • Ability to work well with external partners
  • Knowledge of local governments and relevant organizations
  • Knowledge of issues related to local, state and federal justice systems
  • Experience with appropriate software
  • Willingness and ability to travel domestically at least 20% of the time.

Reports to:                               Associate Program Director, Justice in County Solutions and Innovation department

Supervision Exercised:             No direct reports.  Manage work product of other professional and/or administrative staff when they are assigned to assist with relevant projects.
