Additionally, committee members will hear from FEMA and Capitol Hill staff on the outlook for emergency management related legislation and policy changes. Members of NACo’s Immigration Reform Task Force (IRTF) will hear from White House Director of Intergovernmental Affairs Julie Chavez Rodriguez on the Biden Administration's plans for immigration reform. Task force members will also hear a panel on and discuss how federal immigration issues impact local workforce needs in various industries and how the current federal immigration system impacts the availability of a legal workforce. Additionally, Task Force members will also discuss next steps for the immigration consensus principles and avenues for advocacy within NACo’s policy steering committees.

12:30 pm to 1:00 pmMinimum Wage Comparison of U.S. Cities and Middle-Wage Jobs in Philadelphia
In 2020, the Pew Charitable Trusts’ Philadelphia research and policy initiative released an analysis to determine how Philadelphia’s minimum wage compares with the rate in other major U.S. cities. The research found that a majority of major U.S. cities have higher minimums than Philadelphia, some substantially higher, although 14 of the 31 cities studied are also at $7.25. When the overall level of wages in each metropolitan area is taken into account, Philadelphia has what is effectively the lowest minimum wage of any of those cities. The analysis looks at the change in minimum wage in major American cities as well as who earns this wage in Philadelphia. Additionally, the presentation will preview new research from Pew regarding “middle-wage jobs”, positions though to produce enough income to live on and, in many cases, are available to people without college educations. Pew found that the largest number of these jobs are found in healthcare and social assistance, educational services, public administration, and transportation and warehousing. While the overall number of people working has grown in recent years, the number with middle-wage jobs in Philadelphia has remained unchanged. Additionally, the demographics of middle-wage job holders are shifting for more of these positions being taken by individuals with at least a Bachelor’s degree.
The presentation will focus on the findings from both of these reports, with a specific focus on the comparative findings from multiple jurisdictions.

The CCBHC model of service delivery puts emphasis on whole-person care using evidence-based practices, regardless of a resident’s residence or ability to pay, and allows counties to leverage federal Medicaid and other grant funds to provide high-quality wraparound services to residents.

County Veteran Service Officers (CVSOs) are often the first point of contact for veteran services, including VA health care, housing and transition assistance programs. CVSOs in 36 states and two Native American tribes process more than $22 billion annually in claims for direct compensation and pension benefits for veterans. But because these offices are almost entirely funded by counties, they often face resource challenges—particularly in areas with high demand or in counties serving veterans in rural areas. Join county leaders, County Veteran Service Officers and Members of Congress for a discussion of key legislation that would strengthen critical services for veterans.

Under Section 1905(a)(A) of the Social Security Act, the use of federal medical funds and services for “inmates of a public institution” is prohibited, through what is known as the Medicaid Inmate Exclusion Policy (MIEP). This policy has created unintended impacts on the local criminal justice system and for counties, and has contributed to the national behavioral and mental health crisis and rates of jail recidivism. Convened in March 2019, the National Association of Counties (NACo) and National Sheriffs' Association (NSA) joint task force worked to identify challenges posed by the MIEP. Join NACo, NSA, and the Major County Sheriff’s of America alongside partner organizations and members of Congress, to highlight legislation in the 117th Congress aimed at making needed amendments to this federal policy.

FEMA’s new Building Resilient Infrastructure and Communities (BRIC) Program provides funding to states and localities to implement pre-disaster mitigation activities that reduce risk and disaster costs, and increase the resilience of critical infrastructure. BRIC replaced the Pre-Disaster Mitigation Program as part of the Disaster Recovery Reform Act (DRRA) of 2018 and allows for FEMA, with respect to each major disaster, to set aside up to six percent of the aggregate amount of federal assistance for the BRIC program. This workshop provides counties with insights on how to access and utilize BRIC, including additional information program, application process and project eligibility.

Since 1977, jail and other local corrections costs have risen sixfold, with local jail expenditures reaching $25 billion. Newly released data indicates that U.S. jail populations dropped 25 percent from June 2019 to June 2020, driven mostly by COVID-19. At an average annual cost of $34,000 per incarcerated person, finding ways to reduce the use of jails represents significant cost savings for counties.
This webinar features new research from the Pew Charitable Trusts that shows jail costs are rising even as crime and new jail admissions are falling.
