    Flood Control District Structure and Storm Drains

    Maricopa County, Ariz.

    As per Arizona Revised Statute 40-360.22 anyone doing any type of excavation must notify Arizona 811 in advance of work being performed. Arizona 811 then notifies all of the underground facilities operators in the excavators work area. The underground facilities operator is obligated to locate and mark the utilities or issue a no conflict notice within two working days. Failure to do so can result in a civil penalty up to $5,000.00 and payment for excavator delays. Incorrect markings can cause damage to the utility resulting in a civil penalty up to $5,000.00 payment for excavator delays and repairs to the utility. To comply with this statute and to protect underground facilities, the Flood Control District (FCD) assigns this responsibility to the Operations and Maintenance (O&M) Division. Five field supervisors rotate an on call assignment as a locator for identifying and marking underground utilizes owned by the Flood Control District. The District developed a GIS tool which overlays topography and as builts and improves accuracy, safety and reduces cost.
