The County of Santa Cruz is seeking a Senior Behavioral Health Manager. Under general direction to plan, organize, direct, coordinate and evaluate major components of service delivery program Behavioral Health Division; and other work as required. The current position will be responsible for managing all of the Substance Use Disorder Services System of Care for the County of Santa Cruz, including the provision of direct substance use disorder services, contracted services with local non-profit partners, the oversight of the Drug Medi-Cal Organized Delivery System Waiver for Santa Cruz County, submission of Network Adequacy Reports to the State Department of Healthcare Services, and ensuring compliance with all state and federal requirements under the ODS Waiver, contract development and monitoring of deliverables for all contracted services, the development and refinement of performance measures, annual financial and outcomes reporting and presentations to the County Board of Supervisors, supervision and oversight of County staff in the SUD Services Division, and ongoing program development to meet the changing demands for services in the community. The eligible list established from this recruitment will be used to fill current and future vacancies during the life of the eligible list. *Effective July 11, 2020, this position will be furloughed by 7.5%.
THE REQUIREMENTS: Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be: Five years of experience in hospital or health care administration, three of which shall have been in the mental health or alcohol and drug field plus a Master's Degree in hospital administration, public health administration, public administration, psychology, social work, nursing or counseling from an accredited college or university. Additional qualifying experience may be substituted for the required education. A clinical license or certification as an alcohol and drug counselor is strongly desired but not required as this position supervises large, complex service delivery systems and clinical staff.
