    PROPERTY TAX DIVISION MANAGER

    $133,640 - $167,066 / Year

    The Controller's Office of the County of San Mateo is seeking highly-qualified candidates for the position of Property Tax Division Manager. The Property Tax Division of the County Controller's Office is responsible for computing tax rates based on assessed property values provided by the County Assessor, distributing property taxes to local taxing agencies, and processing roll corrections and refunds. The Division also handles accounting for special districts. The Property Tax Division Manager, under the Assistant Controller's direction, will oversee the responsibilities of the Division and the accounting services provided to the special districts. In this role, the Property Tax Division Manager will have the opportunity to work with and supervise a team of ten dedicated and experienced property tax personnel. The Property Tax Division Manager position requires the ability to understand complex property tax law, provide this information to staff, and incorporate changes into the property tax system. The ever-changing laws, rules, and regulations require a keen ability to consider and solve for the impacts the changes will make throughout the property tax system. The person in this position should have demonstrated success in such collaborative efforts.

    The Ideal Candidate will:

    • Possess knowledge of relevant California laws relating to property tax administration, redevelopment, and school finance

    • Possess two to three years of working experience in County Controller's property tax administrative functions

    • Possess strong analytical and critical thinking skills

    • Possess the ability to plan, organize, and direct the work of staff

    • Identify risks for the division and set goals and objectives to reduce those risks

    • Maintain a strong relationship with key partners to aid in property tax administration, including County Assessor-Clerk-Recorder, Treasurer-Tax Collector, County Counsel, taxing agencies, and the State

    • Develop a role as advisor to the design of the property tax system

    • Possess the ability to examine processes and identify opportunities to streamline and improve processes

    • Create a reputation of aptitude, cooperation, and innovation within the organization

    • Possess exceptional written and verbal communication skills

    • Oversee the planning and design of workflow and work procedures to effectively manage time and workload demands

    • Possess management skills that will motivate, improve performance, and encourage professional development of staff

    • Possess the ability to analyze data and draw logical conclusions

    • Gather, organize, and present financial and technical data in written and verbal form

    • Establish and maintain effective working relationships

    • Prepare and manage the division budget

    • Read, analyze, and interpret complex technical resources

    Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is a Bachelor's Degree in Business, Accounting, or Public Administration or a related field, along with three years of increasingly responsible experience performing a wide variety of administrative, financial, or managerial duties in a large, complex public agency, including at least one year of direct experience managing and/or supervising an accounting or auditing function related to assigned division.
