Committee members will be joined by representatives from Capitol Hill who will discuss the local impacts of recent federal legislation including the United States-Mexico-Canada Trade Agreement (USMCA) and the Farm Workforce Modernization Act. |

The increasing national suicide rate and rural hospital closings have strained local communities and systems of care. Join NACo's Health Steering Committee and subject matter experts from federal agencies and local practicioners to explore policy and programmatic options for suicide prevention on the local level and policy solutions and innovations at the federal and local level to help communities mitigate the challenges of rural hospital closures and ensure that healthcare providers and hospitals can provide continuous, safe and high-quality care to county residents.

Join the Human Services and Education Steering Committee’s Joint Subcommittees Meeting for a discussion on the latest federal developments impacting human services programs at the county level. Committee members will be joined by officials from the U.S. Department of Agriculture’s Food and Nutrition Service and the U.S. Department of Health and Human Services’ Administration for Children and Families to learn how counties and our federal partners may work together to help leverage federal resources to serve local residents. |

The Finance, Pensions and Intergovernmental Affairs (FPIGA) Steering Committee will be joined by national and local experts for a discussion on the role diversity, inclusion and equity play when it comes to strengthening our nation’s business community. The committee will also hear from national agencies and market experts about how changing threats such as equity, climate and cybersecurity are shaping the future of municipal bond ratings and how counties can protect our fiscal health and creditworthiness. |

Join the Information Technology Standing Committee as they hear updates and presentations on information technology issues and innovation. This committee provides advice to the Board of Directors on technology matters and oversight on NACo information technology programs, including the new NACo Technology Blueprint. |

The Justice and Public Safety Committee will be joined by congressional staff to discuss the outlook for congressional action that could impact county justice systems and hear from the U.S. Department of Justice about upcoming policy and justice program assistance opportunities in 2020. This committee will also review and discuss interim policy resolutions. |
NACo’s three Community, Economic and Workforce Development Subcommittees will discuss federal policy issues impacting counties related to housing, economic and workforce development and hear from federal partners and policy experts on issues regarding funding and partnership opportunities. |

Public Lands Steering Committee (PLSC) members will hear from federal land agency officials about efforts to improve landscape health, enhance wildlife habitat and create new economic growth opportunities for public lands counties. Members will also have discussions on changing workforce needs at the U.S. Forest Service and proposed long-term solutions to issues surrounding county payments. |

NACo’s four Transportation Subcommittees will discuss federal policy issues related to transportation and infrastructure development, including an outlook on transportation policy in 2020 from the U.S. Department of Transportation, an update on the status of America's freight rail network and a discussion around an innovative mechanism for delivering infrastructure projects. |
The Agriculture and Rural Affairs Policy Steering Committee will be joined by the U.S. Department of Agriculture and fellow local leaders who will provide an update on the current challenges facing rural communities, including lack of access to affordable housing and the impacts of economic strains on the farming industry. Members will disucss how local officials can best work with our federal partners to address these ongoing issues. Members will also consider and vote on interim policy resolutions used to guide NACo’s advocacy efforts before Congress, the White House and federal agencies. |
Justice and Public Safety Committee members will consider and vote on proposed interim policy resolutions. The committee will be joined by congressional staff to discuss federal legislation and oversight efforts that could impact county emergency management and homeland security efforts in 2020 and beyond and hear from the Department of Homeland Security and Federal Emergency Management Agency about upcoming policy changes and federal assistance opportunities on the horizon in 2020. |

The steering committee will review upcoming legislation and regulations in the 116th Congress related to broadband coverage data, local franchising authority and election cybersecurity. Steering committee members will consider and vote on interim policy resolutions used to guide NACo’s advocacy efforts before Congress, the White House and federal agencies. |

The FPIGA Steering Committee will be joined by congressional staff and the U.S. Department of Treasury to hear about the latest activity around federal tax policies and outlook for 2020. Additionally, members will be joined by national and local experts for a discussion on how counties can incorporate best practices ahead of the 2020 election. Members will consider and vote on interim policy resolutions used to guide NACo's advocacy efforts before Congress, the White House and federal agencies. |

The steering committee will review the federal outlook for environment and energy issues in 2020, including potential legislation and regulations in the 116th Congress related to “Waters of the U.S.,” climate and renewable energy and pending EPA regulations. Public Lands Steering Committee (PLSC) Members will hear from federal officials on the latest public lands issues, including new efforts to better manage our national forests, reduce the threat of wildfire and partner with federal agencies to accomplish shared goals. The PLSC will review the federal outlook for public lands issues in 2020 and learn about the new NACo-U.S. Forest Service guidebook. Members will also consider policy resolutions used to guide NACo’s advocacy efforts before Congress, the White House and federal agencies. |

Join the Transportation Steering Committee’s Business Meeting where members will hear about the latest transportation federal policy issues facing counties, including grassroots efforts to highlight the need for local infrastructure investments, counter drone technology and a panel on best practices for funding road and bridge infrastructure improvement from the National Association of County Engineers. Steering committee members will also consider and vote on interim policy resolutions used to guide NACo’s advocacy efforts before Congress, the White House and federal agencies. |

Caucus members will discuss federal initiatives that impact the Gulf of Mexico. GSCPC membership is open to all NACo county and parish government officials from Texas, Mississippi, Louisiana, Alabama and Florida. |
Community health is strongly correlated with and dependent on the conditions in which residents live, work, and play. Counties are leading the charge in working to integrate health-based decision making throughout various sectors. At this meeting of the Healthy Counties Advisory Board, attendees are invited to hear from county peers and experts on how they are using the social determinants of health to guide their work in creating innovative multi-sector approaches to health issues. |

Join the GIS Subcommittee for a discussion focused on the innovative use of geospatial technologies including drones, unmanned vehicles and mobile applications. Discussion will also be providing free resources, learning tools and apps that will help build-up your county's GIS. |
NACo's Large Urban County Caucus (LUCC) is the premier national forum for the exchange of ideas and solutions that help urban counties address their most pressing issues. The LUCC meeting at NACo's 2020 Legislative Conference will feature conversations with federal officials and national leaders on topics including affordable housing, economic development and justice and public safety. All urban county officials are welcome to attend; table seating is reserved for LUCC Steering Committee members. |

With the success of NACo’s TestIT App, the Rural Action Caucus is set to release a report on rural broadband coverage, including data collected by the app. Members will discuss the findings of the report and underscore the challenges and opportunities for rural broadband connectivity alongside senior officials from the United States Department of Agriculture (USDA) Rural Development and Federal Communications Commission. This meeting will examine the impact of natural disasters and trade negotiations on the rural economy through the lens of USDA’s Farm Service Agency, which provided over $15 billion in trade and disaster relief in 2019. |

County governments play a critical role as public service providers for America’s citizens, including millions of veterans. NACo’s Veterans and Military Services Committee provides a forum for county leaders – many of whom are members of military families or veterans themselves – to discuss how counties can work with each other and with our state, federal and local partners to address issues facing our nation’s veterans. During this session, members will review the outlook for legislative and regulatory proposals in the 116th Congress and discuss action steps for the committee. |

The Western Interstate Region (WIR) is dedicated to the promotion of Western interests within NACo. Its membership consists of fifteen Western states (Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah and Washington). WIR Members will receive an update from the U.S. Forest Service on their efforts to implement new forest management authorities. Members will also learn about newly unveiled federal environmental regulations and NACo’s efforts to end the inmate Medicaid exclusion policy. |
All conference attendees are welcome to attend this meeting of NACo's Programs and Services Committee, which advises the association's officers and Board of Directors regarding the development and evaluation of programs and services for NACo members. This meeting will focus on NACo's newly realigned County Innovations Lab, which carries out the association's research, data analytics and county best practices projects. An updated overview of the Lab's projects will be provided, followed by discussion among committee members on how NACo can maximize the impact of current projects and formulate new projects that help advance key priorities of the association. |
In September 2019, members of NACo’s Immigration Reform Task Force participated in a tour along the U.S.-Mexico border. During this meeting, members will hear from Task Force colleagues and national experts about the new policies that have been implemented along the southwest border in response to the new wave of migrants, and how these measures impact counties both on and off the border. |

For the first time, NACo is convening counties that have a military installation in or near their jurisdiction to network with federal officials responsible for these installations. Participants will explore how counties and defense bases can improve partnerships on issues such as environmental protection, land use, economic development and more.

Rural Action Caucus (RAC) members are invited to participate in the annual “RAC Day of Action” immediately following NACo’s 2020 Legislative Conference. Members will engage with key federal agencies to discuss pressing issues facing our rural counties, including lack of broadband connectivity, increased cybersecurity risks and disparities in rural transportation infrastructure. |
