During the Subcommittee Meeting, the Agriculture and Rural Affairs Committee will focus on the 2020 Census and potential impacts on rural communities and populations. The U.S. Census Bureau plans to shift the majority of 2020 Census data collection to an online/digital format, with a goal of 55 percent of the U.S. population completing online census forms. Shifting data collection techniques may leave certain populations susceptible to exclusion, including rural areas and underserved urban communities. This session will examine the various programs under the U.S. Department of Agriculture that depend on accurate census data and the impacts this shift in data collection will have on rural counties.

The committee will also review the federal outlook for criminal justice reform in the 116th Congress and hear from key staffers in both the House and Senate Judiciary Committee along with members of the Bureau of Justice Assistance.

The Finance, Pensions and Intergovernmental Affairs (FPIGA) Steering Committee will discuss the outlook for key policy issues in the 116th Congress, including the status of tax-exempt municipal bonds, the State and Local Tax (SALT) deduction and the role of federalism in Congress. New Revenue on the Horizon: Collections via Online Sales Tax and Tax Refund Intercept

In June 2018, the U.S. Supreme Court ended the “physical presence” standard for sales tax collection, allowing states and counties to begin collecting existing taxes on online and remote sales. Across the country, more than 11.4 million individuals are admitted into 2,785 county-operated jails every year. Counties are responsible for the health care of individuals when they are in jail awaiting trial, and often shoulder a substantial financial burden for providing care, even if an individual is eligible for Medicaid, veterans’ health benefits or other federal health coverage. Join county leaders at this briefing on  the role of counties in providing health services in jails.
