This mobile workshop focuses on how arts and culture can be integrated into the post-disaster recovery process and the strategies cultural institutions have taken to rebuild post-disaster, in partnership with county government. Join a tour of Riverfront Park and the Nashville Symphony for a discussion on recovery from the 2010 flood, the construction of the park as a flood mitigation tool, and a visit to Tool Fire and Pier art installations. Counties across the country are struggling with the recent rise in opioid addiction and opioid-related overdoses and deaths in their communities. During this event, county officials will watch "Heroin(e)," an original Netflix short documentary that directly addresses this issue and shares some of the solutions communities are identifying to meet these challenges. “Heroin(e)” highlights three women - the fire chief, a judge and a faith-based volunteer - working to change a West Virginia town’s narrative and break the devastating cycle of drug abuse, one person at a time. After the documentary screening, participants have the opportunity to engage in a facilitated discussion with individuals involved with the film, followed by light refreshments compliments of Healthy Counties and Smart Justice sponsors. |

Summit Keynote: Cybersecurity and Elections Infrastructure: Accelerating Progress County governments, state governments, and the federal government are all making tremendous investments in elections technology – both in terms of the machines we use to vote and in securing our voting infrastructure so that every vote counts. With these investments comes increased scrutiny from the press, the constituents we serve, and from ourselves as elected leaders. Understanding the ever-changing cyber threats – and the safeguards that are in place – are important as various election cycles draw near. This session will begin with a keynote speaker who will provide an overview of the elections technology landscape. Then, audience members will break up into smaller groups for a table top exercise: Each group will be given an issue or scenario to address. After a bit of what we hope will be spirited and thoughtful interaction, each table will report to the larger group on their scenario and the key points or take-aways from their group discussion. Individuals who regularly cycle in and out of jails, emergency departments and other crisis services – who are sometimes called high utilizers or frequent utilizers – often use many county resources but still experience poor outcomes. Many of these individuals have untreated mental illnesses that contribute to homelessness, illicit substance use and involvement in illegal activities. Counties across the nation encourage international economic development in many ways, but not every county leader understands all the tools available to their communities and businesses. The Economic Development Administration, in collaboration with SelectUSA and the Trade Promotion Coordinating Committee, funded the "International Engagement Ready Communities" (IERC) initiative to produce a rigorous set of tools that counties can use to develop and execute a plan to attract foreign investment and promote exporting. SRI International, the Center for Regional Economic Competitiveness (CREC) and Stone & Associates conducted the research and are building a toolkit based on the findings. At the IED Task Force meeting this year, Mr. Mark Troppe and Mr. Michael Stone will present the results from their analysis and hold a hands-on, interactive session to train county leaders how to use the IERC toolkit to better engage the global market. This session is hosted by the NACo International Economic Development Task Force and open to all conference attendees. |

The opioid epidemic has reached historic proportions with 175 Americans dying from overdose every day—opioid deaths now make up over half of all drug-related deaths in the country. Medical examiners and coroner’s offices, which are responsible for investigating and performing autopsies for drug-related deaths, have experienced a shortage in forensic pathologists leading to a decline in the standard of work of opioid and other drug-related autopsies across the country. In this workshop, speakers will discuss the challenges facing county medical examiners and coroners with the influx of cases due to the opioid epidemic and identify solutions to address the dire shortage of county-based forensic pathologists to meet these challenges. |

Join this interactive discussion about critical issues facing local juvenile justice systems, led by Shay Bilchik, Director of the Center for Juvenile Justice Reform (CJJR) at Georgetown University's McCourt School of Public Policy. Topical areas will include developing school/justice partnerships and diversion pathways, addressing racial and ethnic disparities, supporting the well-being of LGBTQ youth, working more effectively with youth in custody and improving decision-making in the juvenile justice system. Mr. Bilchik will also provide information about a developing partnership between CJJR and NACo to offer one of CJJR's Certificate Programs to county officials and will seek input about which topics are of greatest interest and importance to the county officials. |
