Counties spend nearly $93 billion annually in justice and public safety services, including $26 billion on correctional facilities, and operate 91 percent of all local jails. Following recent federal court decisions, urban and rural counties are requiring or experimenting with eliminating cash bail. This session will address litigation and legislative changes to pretrial reform and examine county challenges and success in eliminating monetary bail.
