In early 2019, NACo and the National Sheriffs' Association formed a joint task force that examined the impact of the Medicaid Inmate Exclusion Policy (MIEP), a federal policy that strips federal health and veterans benefits from individuals upon admission to jail – not upon conviction. The MIEP has contributed to the national behavioral and mental health crisis as well as increased rates of recidivism in our local jails.
